Gaza Peace Plan

The Simple Facts:

  • The country cannot govern itself. 
  • The country cannot be governed by any neighbor or the PLO.  
  • Nothing has worked in the past and it is time for a paradigm shift.

The Simple Plan:

  • Gaza will become a UN Protectorate governed by UN military and administrative personnel.
  • There will be an immediate cease fire and all Israeli military personnel will leave Gaza. 
  • All hostages will be released including Palestinians held in Israel.
  • The UN will confiscate all weapons and guns with compensation.  Gaza will become a weapon free zone.
  • All citizens will receive a national ID card and sign up for guaranteed minimum income . 
  • Gaza will be re-built by the Arab nations.  Saudi Arabia, the UAE and Egypt will manage the project. 

FAQ’s

  1. Can the UN do the job?  They have done it in other places, and they need to learn to do that since the UN may have to take over several other countries in the future.
  2. Why would Israel accept the plan?  They want peace and the UN will guarantee that.
  3. Will Hamas accept the plan?  If not, the alternative is to let Israel remain in Gaza forever and destroy Hamas.
  4. How will the country be administered?  Over time, local elections will be held, and local Gazans will administer their country, write a constitution, and elect political leaders, all subject to a UN Governor.
  5. What happens in the long term?  Maybe nothing.  Maybe this is the new world order for some areas.  This may be the first weapon free country. 
  6. How does Gaza defend itself?  The UN is responsible for defense if required.  The UN will retain a permanent military presence in Gaza.  Local Gazans can be recruited to work for the UN over the long term.

Gaza:

  • Population: Approximately 2 million people
  • Density: Around 13,000 people per square kilometer
  • GNP per capita: Due to the unique political and economic situation, specific figures for GNP per capita might be challenging to obtain. The region faces economic challenges.  Best estimate: Between $4,000 and $5,600
  • Unemployment: Approximately 50% or higher, reflecting economic difficulties.

Israel:

  • Population: Approximately 9.3 million people
  • Density: Around 400 people per square kilometer
  • GNP per capita: Around $43,000 (as of 2021)
  • Unemployment: Approximately 6% (as of 2021)

Jordan:

  • Population: Approximately 10.3 million people
  • Density: Around 120 people per square kilometer
  • GNP per capita: Around $4,900 (as of 2020)
  • Unemployment: Approximately 23% (as of 2021)

USA:

  • Population: Approximately 331 million people
  • Density: Around 36 people per square kilometer
  • GNP per capita: Around $63,000 (as of 2021)
  • Unemployment: Approximately 3.9% (as of 2021)

Financial Plan

Estimates of the cost of re-building Gaza are all over the chart ranging from $20 Billion to $50 Billion.  The more likely number to do the job correctly is $100 billion.

All of Gaza will be treated like a large Tax Incremental (TIF) project to create infrastructure in the areas:

  • Public facilities (government, education, health)
  • Housing
  • Industry
  • Water, Sewer and Power
  • Roads and transportation

TIF bonds will be sold to raise the required funds.  They will be structured as 30 year 5% bonds with 10 years grace period.  The bonds will be paid from real estate and sales taxes as Gaza is rebuilt.    

Reconstruction Plan:

All reconstruction to be done according to a Master Plan to be managed by Saudi Arabia and the Emirates but carried out by private sector firms.  They already know about big infrastructure projects.   

Until new facilities come online, the existing refugee camps will have to be modernized and used.  

Qualified owners who have lost property will get a credit for lost property and low interest loans to buy new apartments.  Others will be given low interest loans to buy property.  All buildings and infrastructure will be declared inadequate, and we will start over with a Master Plan for all of Gaza.

Social Plan

With over 50% unemployment before the war and now with a wrecked economy, there must be a guaranteed minimum income based on a stable currency such as the dollar so people can buy what they need, especially food, shelter and transportation.  The economy needs to be monetized quickly, or there will be chaos.  For the next two-three years, many people will be living in camps and the economy needs to be a market-based system rather than some bureaucratic system with free handouts.  If it is a market-based system, the food will come and feeding the people will not rest exclusively with the international agencies.  If people are paying rent for their habitat in the camps, then more care will be taken. 

The social plan will guarantee food, housing, education, and health services for everyone that has registered, gotten an identity card, and handed over all weapons.  If there is a chance to get a guaranteed income in dollars if you sign up for the program and turn in weapons for compensation, nearly everyone will take the deal.  Those who don’t register can be sent to concentration camps in Egypt until they accept the program and are redeemed by family members.
